Abstract:     Abstract: Regional innovation is a hotspot of current theoretical research. However, scholars usually do research from the perspectives of industry, institution, culture, and process and pay less attention to the innovation resource integration or evolution. The theories of major schools are consolidated, and the dominant factors of innovation resource integration and the effects of innovation resource endowment on regional innovation capabilities are explored. With the time series factor analysis, following results are found out 1. Human resource factor and physical input factors are the dominant factors of Zhejiang province innovation resources integration; 2. The increment of input in Zhejiang province innovation resource could improve its regional innovative capacities; 3. The innovative activities are witnessing its structural change from government oriented to market driven. Based on these findings, it is suggested that cultivating innovation resource, following the market driven trend in innovation, relying on innovative enterprises, enhancing the cooperation between enterprises and universities, optimizing innovation resource integration should become the focus for the policy makers, so as to make innovation the everlasting engine for Zhejiang province economic development.
