Abstract:     Abstract: In 2006, China brought forward a strategic object that builds an innovative country, the enterprise independent innovation capability is essential for achieving this goal. With the economic development, the financial impact on independent innovation is more and more significant， and financial support to promote enterprise innovation has become an important factor in the development. Based on financial arrangements of China’s independent innovation system construction requirements, the basic theoretic questions, such as innovation function of financial arrangement, existing questions and realization approach, etc are expounded and the solutions are given.
