Abstract: The situation of public sci-tech service platforms in different provinces of China is analyzed, and the framework of an all-purpose mode on integrated platform construction is creatively put forward by applying the system failure theory based on the problems existed nowadays. Countermeasures for improving operating efficiency of public sci-tech service platform were proposed so as to prevent from interaction failure, infrastructure installation failure, and institution failure, which could help building and runing all levels of public sci-tech service platforms in China.
