Abstract: Service Trade has a more and more important position in all counties’ trade framework. This article has done an empirical analysis on the endogenetic critical factors of service trade competence and their law of development, based on the data of all service trade of more than 120 countries, UNCTAD(United Nations Conference on Trade And Development), 1980～2004. It leads to a conclusion that, besides the elements of labour, material capital and human capital, there is another dummy argument, the power of country or region specific elements, can not be ignored. It shows strong positive correlation to service trade competence.
