Abstract: Abstract: Strategic management performance, which serves the objectives of an organization, is a evaluatiion of the strategic behaviours and results of an organization. However, the dynamic and complex nature of strategic performance assessment makes the process very complicated. Based upon a simplified Soft Systems Methodology(SSM) systematic analysis and 3E theory, a theoretical framework for developing a strategic performance indicator system is constructed from the angle of organizational perspectives and strategy decompositions. A set of logically connected performance evaluation indicators is also set up according to organization function blocks and management procedure. A case study is presented to illustrate the framework and to develop an evaluation indicator system for the scientific research in universities.
