Abstract

    Abstract: National science and technology infrastructure is an important component of Chinese national innovation system, and is an important support conditions and resource base. In recent years, in order to optimize the technology platform layout and raise the service levels, the state inputs continuously for the construction and service of the national science & technology infrastructure, and forms a huge technology base of resources.How to further improve the project supervision, accountability, and evaluation mechanism for the projects supported by scientific and technological outlay, reduce the fund management costs, and improve efficiency in the use of funds, it will become a major problem faced by science and technology management departments. Using the method of system, the basic conditions for Chinese scientific and technological resources construction and services investment are deeply studied, the architecture of fund management system is analyzed, and based on the analysis, the function of financial management system, external environment and its dependence, and their interaction mechanism are futher exploved and it provides an important theoretical support for the improvement of scientific and technological resources and services management system.
