The influence relationship among quality management program, quality performance, innovation performance, and business performance was investigated. The moderating effects of industry and competition level on the influence relationship were examined. Hypotheses were raised based on the analysis. A questionnairesurvey was conducted on 45 manufacturing and service enterprises in Shannxi province, and the hypotheseswere tested. The result suggest that quality management program will not improve business performance directly, while it influences business performance mediated by quality performance and innovation performance.
