Based on the theory of path locked in the internal evolution mechanism is discussed and the mathematical model of the industrial cluster constant innovation is built up from the perspective of S&T industry and innovation. Moreover, the characteristics and evolution mechanism for the each stage of the S&T industrial cluster are analyzed by constructing the correlative analytic model between the life cycles of S&T industrial cluster and constant innovation.
