Abstract: The export control aiming at China by developed countries has affected the rapid and free development of Chinese economy and technology seriously. However, the systemic research on the export control aiming at China is scarce. First, the theory and method of technology monitoring are applied in order to keep the dynamic monitoring on the content of the technology export restrictions aiming at China by developed countries. Then, with fuzzy evaluation, artificial neural network and other methods, the analysis and evaluation theory of the technology restriction are established. The theory specifically includes the contrast between the technology restriction fields and the crucial development fields in China, the research method difference between China and technological powerful countries, the importance of the development in Chinese technology restriction field. The research helps with the identifying the essential characteristic of the technology restriction, which is beneficial to the scientific decision-making and guidance on development of the technology restriction in China.
