Abstract: Based on the view of competencies, an integrated competence framework including five competency elements is initiated. Through empirical studies, the relative importance of competency elements to the both management personnel and technical personnel is compared and the organic characteristic of the compentency is also confirmed. The integrated competences framework provides a base for evaluating, managing, and promoting the knowledge worker's competencies.
