Abstract

Science-technology evaluation is a complex and multi-objective task.Nowadays,emphasis on evaluation has been placed not only on increasing research outcomes,but also on improving research productivity and contributions to socio-economic development.It is important but complex to develop an open,fair,and effective evaluation framework for science-technology evaluation.Based on Soft System Methodology(SSM),a possible framework for science and technology evaluation is discussed.SSM focuses not only on research outcomes,but also on internal operational management.In particular,how to form 3E indicator systems in science and technology evaluation through SSM system analysis,and how to select evaluation methodologies for different 3E indicator classes are investigated.A case study is also briefly discussed.
