Abstract: The technology progeny was ever very important during the course of science and technology development, and also pulsed technology progeny to transform into the productivity. However, today when the market ecnomy is occupying dominant place, technology progeny certification is more and more under suspicion. Looking for the reason, there is no perfectable law to according to. There is no available supervisory system either. So, the course of technology progeny certifications is interfered by utility demeanours. Certificating the technology progeny must be regularized, legislating the law of technology progeny certifications is also demanded.
