As the emerging frontier research in the innovation management field, Industrial Innovation System (IIS) results from technological innovation theory and national innovation theory. Based on the previous pioneering research achievements on industrial innovation management at home and abroad, the paper constructs the model of Industrial Innovation System (IIS) and analyzes its structure, functions and operating mechanism.
