Abstract: Based on the theories of performance management, firstly, the paper proposes the design principles of the annual performance measurement index system for the development type of institute's top managers. Secondly, using Delphi method, puts forward the performance measurement index, which comprises three types of quantitative indexes, such as business achievement, management achievement, development achievement, and two types of qualitative indexes, such as working, mutuality. Then the paper establishes the detailed third level of indexes by subordinate degree. Lastly an annual performance measurement model and the implementation scheme for the development type of institute's top managers are designed.
