Improving efficiency and enhancing capacity of the national innovation system under global co-opetition: A multidimensional logical explication

Improving efficiency and enhancing capacity of the national innovation system under global co-opetition: A multidimensional logical explication
Against the backdrop of global co-opetition, improving efficiency and enhancing capacity within the national innovation system is a core component for advancing Chinese modernization and achieving scientific and technological self-reliance. The “efficiency” and “capacity” of the national innovation system are two sides of the same coin; they reflect and reinforce each other, ultimately driving a leap in overall systemic effectiveness. By placing equal emphasis on both efficiency and capacity, this paper explores the multidimensional logical implications of the effectiveness of the national innovation system. First, the realistic logic is driven by strategic imperatives: high-quality economic development necessitates a path of high-level scientific and technological self-reliance, making the improvement of efficiency and capacity within the national innovation system an objective requirement to achieve this goal. Second, the underlying logic lies in tracing the roots: by deconstructing the generative mechanisms of overall effectiveness, this study reveals the true essence of improving efficiency and enhancing capacity, thereby laying a solid foundation for such continuous efficiency and capacity enhancement. Third, the theoretical logic aims to clarify the conceptual nexus: from a multidimensional perspective, it conducts an integrative analysis of the “external circulation” under the new paradigm of comprehensive opening-up and the “internal circulation” driven by the new whole-nation system for technological breakthroughs, thereby constructing a theoretical framework for enhancing the efficiency and capacity of the national innovation system. Finally, the practical logic focuses on breakthroughs and leapfrog development: by concentrating on both the process performance and the outcome performance of the national innovation system, it seeks breakthroughs through optimizing internal structures and expanding functional outputs, ultimately elevating the system’s overall effectiveness.

当今国际科技竞争本质上是创新体系的竞争。创新体系是“母”,科技产品是“子”。本文直面我国创新体系效能研究中存在的重“效”轻“能”问题,提出“创新体系效能”要“效”与“能”并重。“效”,是将创新体系看作“黑箱”,分析创新投入产出绩效;“能”,将创新体系看作“白箱”,考虑内部运作结构,“科学-技术-产业”各环节间的协同度、开放度、深度、广度、速度等。“效”与“能”结合,是基于结果导向和过程导向的全面评价,能满足深层管理决策需要。构建“科学-技术-产业”理论分析框架;提炼创新体系的结构特征及协同模式;兼顾“效”与“能”,从创新绩效、创新协同度、创新开放度、创新深度、创新广度、创新速度等方面剖析提升创新体系效能的机制,探讨体系结构、协同模式与产出绩效之间的关系,提出提升创新体系效能,要增强创新主体之间的“协同性”;促进增强创新的广度与深度;依据体系结构、协同模式与产出绩效之间的对应关系,探索不同产业情境下的最佳创新路径。从而为学研机构、企业、政府等精准施策和科学决策提供理论指导。

基于区域经济体系效能概念内涵界定,构建区域创新体系效能评价指标体系,采用兼具纵横向比较的方法,测算2012—2020年中国内地30个省(市、区)创新体系效能指数。研究发现:自中共“十八大”以来,在创新驱动发展战略推动下,各省(市)创新体系效能都有不同程度提高,总体保持上升态势。30个省域可以划分为4个梯队,创新体系效能分层基本固化,但省域空间分布呈现创新分化加剧和创新极化增强的重要特征与发展趋势;基本形成东部创新引领、中部创新崛起的空间分布格局,东中部与东北、西部地区之间的差距不断拉大。

Over the past 20 years, the term “ecosystem” has become pervasive in discussions of strategy, both scholarly and applied. Its rise has mirrored an increasing interest and concern among both researchers and managers with interdependence across organizations and activities. This article presents a structuralist approach to conceptualizing the ecosystem construct. It presents a clear definition of the ecosystem construct, a grammar for characterizing ecosystem structure, and a characterization of the distinctive aspects of ecosystem strategy. This approach offers an explicit examination of the relationship among ecosystems and a host of alternative constructs (business models, platforms, coopetition, multisided markets, networks, technology systems, supply chains, value networks) that helps characterize where the ecosystem construct adds, and does not add, insight for the strategy literature.

在全球竞争格局不断发生变化的形势下,创新的作用日益凸显,促使创新发生的驱动力也在不断发生改变。除传统的市场力量和政府力量可以驱动创新外,社会力量及创新生态系统力量的兴起也不断推动了创新进程。其中创新生态系统力量由于不同的创新理念、作用方式和目标等为中国的创新发展带来了前所未有的机遇和挑战。因此,梳理了不同类型的创新驱动力,并结合其不同特征进行了对比。同时,基于创新生态系统作为第四种创新驱动力的特征,讨论了其当前在我国面临的机遇和挑战,并给出了相关的建议。
Innovation has been assumed to have played a vital role in the ever-changing global competitive environment, and the driving forces of innovation have also been changing. In addition to the traditional ones-the market and the government-, entering the digital era, the rise of society force and innovation ecosystem have also emerged as the important forces. Among those four forces, the innovation ecosystem has provided China with unprecedented opportunities and challenges due to its different characteristics, such as the ideas creation, action modes and strategic goals. Therefore, we analysed those four different types of driving forces towards innovation and made a comparison of their natures. Finally, this paper also discussed the opportunities and challenges from the rising of innovation ecosystem as kind of special force and provided some policy suggestions.

The new development pattern of "double cycle" provides new ideas and strategic carriers for the coordinated development of the two, which is of great significance for building a world scientific and technological power. The thought of system theory is the theoretical basis of the organic coordination between scientific and technological self-reliance and open innovation under the pattern of "double circulation". The three subsystems of "science technology market" are interconnected, effectively linked and synergetic, which is the theoretical framework of self-reliance and open synergy under the new pattern of "double cycle". The coordination paths of the two include: first, strengthen international cooperation in basic research and promote the diversified open mode of combining large and small cycles under the "external cycle"; Second, efficient internal cooperation: bridge the "fracture" of the domestic industry university research association's co innovation chain and improve the self-reliance of science and technology under the "internal cycle"; Third, the coordination of internal and external circulation: promoting the outside from the inside and promoting the inside from the outside, and the two wheel drive of scientific and technological self-reliance and open innovation.

High-definition televisions should, by now, be a huge success. Philips, Sony, and Thompson invested billions of dollars to develop TV sets with astonishing picture quality. From a technology perspective, they've succeeded: Console manufacturers have been ready for the mass market since the early 1990s. Yet the category has been an unmitigated failure, not because of deficiencies, but because critical complements such as studio production equipment were not developed or adopted in time. Under-performing complements have left console producers in the position of offering a Ferrari in a world without gasoline or highways--an admirable engineering feat, but not one that creates value for customers. The HDTV story exemplifies the promise and peril of innovation ecosystems--the collaborative arrangements through which firms combine their individual offers into a coherent, customer-facing solution. When they work, innovation ecosystems allow companies to create value that no one firm could have created alone. The benefits of these systems are real. But for many organizations the attempt at ecosystem innovation has been a costly failure. This is because, along with new opportunities, innovation ecosystems also present a new set of risks that can brutally derail a firm's best efforts. Innovation ecosystems are characterized by three fundamental types of risk: initiative risks--the familiar uncertainties of managing a project; interdependence risks--the uncertainties of coordinating with complementary innovators; and integration risks--the uncertainties presented by the adoption process across the value chain. Firms that assess ecosystem risks holistically and systematically will be able to establish more realistic expectations, develop a more refined set of environmental contingencies, and arrive at a more robust innovation strategy. Collectively, these actions will lead to more effective implementation and more profitable innovation.
