Abstract: With the development of knowledge politics, the limitations of traditional think tank become increasingly obvious. The development of Internet technology offers a possibility to change these limitations. Based on the Internet technology, the concept of electronic think tank is put forward, and the tank is built from the four aspects of top framework, database model, knowledge application module, and operation mechanism, so as to innovate the operational mode of traditional think tank.
