Abstract: The basic connotation of development mode is a distinctive way for economic development in certain areas with certain historical conditions (Fei, 1997). The mode of urban and rural areas development is that the different regions explore their own ways and measures to promote the integration of urban and rural areas with their own historical and economic conditions. Integrative development of urban and rural areas has a strong region ness and phase ness; it could not be blindly developed. Based on Shandong Peninsula, the mode and common law for the integrative development of urban and rural areas are dissected. The result is used to guide the practice for the integrative development of urban and rural areas, besides, more and more effective modes for the integrative development of urban and rural areas would be innovated.
