An exploration of the multiple paths to drive digital innovation from the perspective of institutional configuration
Digital innovation is the core driving force for the high-quality development of digital economy, and how to effectively link the government, market and society to realize the "increase in quantity and quality" of digital innovation is an important issue to be solved. From the perspective of the new structural economic theory and based on the institutional framework of "government-market-society", this study, taking 280 prefecture-level cities in China from 2010 to 2021 as case studies, adopted the dynamic QCA methods to investigate the linkage effect and path selection of digital innovation driven by multiple factors in a spatial and temporal dimension. The study showed that: First, no single institutional factor of government, market and society constitutes a necessary condition to drive the "incremental improvement" of digital innovation. Second, the combination effect of multiple factors to form the "incremental quality" of digital innovation has the characteristics of "different paths to the same destination" and "multiple concurrency". There are three typical combinations of government-led, government-market-led and government-market-society synergistic promotion systems that can realize "incremental" digital innovation. And there are two organizational ways to achieve "quality improvement" in digital innovation: government-society-driven and government-market-society synergistic promotion. Third, the spatial context analysis based on the grouping pattern showed that there are obvious regional differences in urban digital innovation paths, with the government in the eastern region playing a leading role in the "incremental improvement" of digital innovation, while the central and western regions rely mainly on the market to cultivate it. Fourth, in a comparative analysis over multiple time periods, two types of institutional configurations, "government-led" and "government-market-society synergistic", are found to be among the "dominant trajectories" driving digital innovation, which consistently and steadily emerged. The study has both broadened the research horizon of digital innovation and provided new thinking on how to improve the institutional environment for high-level digital innovation.

敏感期形成的信息技术烙印能否持久影响高管行为,推动企业数字创新?基于烙印理论,利用2013-2021年新三板上市公司数据,通过文本分析识别数字专利,实证检验信息技术背景高管影响企业数字创新的效应与机制。研究表明,拥有信息技术求学或从业经历的高管比例越大时,企业获得数字专利越多、质量越高,说明信息技术背景高管推动了企业数字创新“量质齐升”;进一步发现,信息技术背景高管通过认知烙印识别数字创新机会、技能烙印克服数字技术短视、关系网络烙印集聚创新要素三类中介渠道促进企业数字创新;当市场发育滞后或产权保护不足时,信息技术背景高管推动企业数字创新更明显。本文拓展了数字创新的前因研究,从人才配置和人才培养视角推动数字创新提供启示。
Can the IT imprints experienced by executives during sensitive periods have a lasting impact on corporate behaviour and drive digital innovation? Based on the imprinting theory, using the data of the NEEQ-Listed Companies from 2013 to 2021, this paper empirically examine the effects and mechanisms of executives with information technology background influencing corporate digital innovation by identifying digital patents to measure corporate digital innovation through text analysis. The study shows that the larger the proportion of executives with IT education or experience, the more digital patents the enterprise obtains and the higher the quality, indicating that executives with IT background promote the "quantity and quality" of enterprise digital innovation; it is further found that executives with IT background promote enterprise digital innovation through the cognitive imprint of identifying digital innovation opportunities, the skill imprint of overcoming digital technology It is further found that executives with IT background promote digital innovation through the cognitive imprint of identifying digital innovation opportunities, the skill imprint of overcoming digital technology short-sightedness, and the relational network imprint of gathering innovation factors; and when market development is insufficient and property rights protection is absent, it is more obvious that executives with IT background promote digital innovation of enterprises. This paper extends the research on the antecedents of digital innovation to provide insights on promoting digital innovation from the perspective of talent allocation and talent development.

In this essay, we argue that pervasive digitization gives birth to a new type of product architecture: the layered modular architecture. The layered modular architecture extends the modular architecture of physical products by incorporating four loosely coupled layers of devices, networks, services, and contents created by digital technology. We posit that this new architecture instigates profound changes in the ways that firms organize for innovation in the future. We develop (1) a conceptual framework to describe the emerging organizing logic of digital innovation and (2) an information systems research agenda for digital strategy and the creation and management of corporate information technology infrastructures.

如何识别各时段科技人才高集聚的区域治理驱动路径,以区域治理水平提升带动人才集聚是有待回答的重要问题。本研究以中国31个省市为案例,结合NCA和多时段QCA方法,探讨政府治理、市场治理和社会治理要素对地区科技人才集聚的联动效应及路径选择。研究发现:(1)单一条件在各时段并不构成科技人才高集聚的必要条件,但各时段政府治理、市场治理和社会治理条件间互动可形成驱动科技人才集聚的多样化组态。时段1存在财政-企业-居民驱动型、企业-环境驱动型及财政-产业-居民驱动型等多个等效组态。时段2存在企业-环境-居民驱动型和产业-居民驱动型等多重路径。(2)居民生活在各时段发挥重要作用,政法环境仅发挥辅助作用;企业质量和居民生活在各时段演化中相互增强,企业质量和宜居环境在时段2两个组态中相互减弱;政法环境在各时段与财政投入、企业质量及居民生活共同演化,区域治理要素间关系模式改变,并产生阶段间区域治理组态演化。(3)不同治理水平地区科技人才集聚驱动路径存在明显差异。本研究有助于深化对各时段区域科技人才集聚多重因素间复杂互动的认识,并为不同区域治理地区吸引科技人才带来启示。
How to identify the regional governance-driven paths of high concentration of scientific and technological talents in each time period and drive the talent concentration with the improvement of regional governance is an important question to be answered. This study takes 31 Chinese provinces and cities as cases, and combines NCA and multi-temporal QCA methods to explore the linkage effects and path choices of governmental, market and social governance elements on regional technological talent agglomeration. It is found that (1) a single condition does not constitute a necessary condition for high clustering of scientific and technological talents in each time period, but the interaction among governmental, market and social governance conditions in each time period can form a diverse set of conditions driving the clustering of scientific and technological talents. In time period 1, there are several equivalent groups such as finance-enterprise-resident-driven, enterprise-environment-driven and finance-industry-resident-driven. In time period 2, there are multiple paths such as enterprise-environment-resident driven and industry-resident driven. (2) Residents' life plays an important role in each time period, and the political and legal environment only plays a supporting role; enterprise quality and residents' life are mutually enhanced in each time period, and enterprise quality and livable environment are mutually weakened in both time periods; the political and legal environment co-evolves with financial input, enterprise quality and residents' life in each time period, and the relationship pattern among regional governance elements changes and generates inter-stage regional governance group evolution. (3) The relationship pattern between the regional governance elements changes at different levels of governance. (3) There are significant differences in the paths driving the concentration of scientific and technological talents in regions with different levels of governance. This study helps to deepen the understanding of the complex interactions among multiple factors of regional scientific and technological talent concentration in each time period, and brings insights to attract scientific and technological talents in different regional governance areas.

利用世界银行发布的中国营商环境报告,构建30个重点城市的营商环境优化指数,通过与中国工业企业数据库相匹配,基于中介效应模型分析营商环境优化对企业创新效率的影响及其作用机制.研究发现:营商环境优化显著促进企业创新效率提升,其通过降低企业层面的制度性交易成本、促进行业层面的市场竞争、以及改善城市层面的要素资源配置的中介机制实现,而且要素资源配置中介效应大于市场竞争和制度性交易成本中介效应.异质性分析表明,营商环境优化对非国有企业创新效率的影响大于国有企业,对所属资本密集型和高新技术行业企业的影响大于劳动密集型行业,对沿海地区企业的影响大于内陆地区.
