Abstract: The generation mechanism of resistance to the technical innovation among the enterprises with special cooperative relation is analyzed using the sewing industry in Taizhou as an example. The results indicate clearly that the special cooperative relation conflicts with the external opportunity and decreases the desire to the technical invovation among the enterprises; furthermore it causes the technology degrading in the whole sewing industry cluster.
