Abstract: As the basic elements of the network behavior, network routines can be considered the core elements to maintain and coordinate the technological innovation network. On the basis of the related literature, the Inter-organizational trust can be classified into the cognitive-based trust and the emotional-based trust, and divided into four different contexts. We construct the theoretical hypotheses between regulatory focus and network routines. We use the actual data of the process of the innovation cooperation in our country, and do an empirical test with the help of SPSS17.0. The whole research shows that regulatory focus has different influences on the network routines in different contexts. In the contexts of high cognitive-based trust and emotional-based trust, the regulatory focus has positive impact on the degree of network routines. The conclusion is very important to further improve the enterprise cooperation innovation theories and to improve the cooperation performance of technology innovation network.
