Research on the validity of policy implementation process of awarded points forminority candidates in national college entrance examination

Abstract: The policy of awarded points for minority candidates in the national college entrance examination is a policy for the care of the national identityofminority candidates. But due to lack of analysis on the validity of the policy implementation process, the effects of the policy are not obvious to increase higher education opportunities for the minorities. In this paper, by analyzing and comparing the results of scores and awarded points policy between minority candidates and Hancandidates in Guizhou Province, the following findings may be drawn out: (1) Achievement gap between minority candidates and Hancandidates in Guizhouis an objective reality and the disparity is more obvious among ruralcandidates;(2) The gap of minority candidates in examining subjects presents cultural selective features; (3) The awarded points policy and the pre-education policy is very effective to compensate for minority candidates.The future reform on the national college entrance examination should reasonably take different measures for urban and rural minority candidates and assessfully the awarded pints policy for minority candidates. The reform on examining subjects should take full account of the cultural attributes of the curriculum, which means the different candidate groups on the selection of subjects are different.The paper also presents some basic data to achievea relatively faireffortamong different nationalities in the national college entrance examination.
