Intellectual Property Right (IPR) administrative enforcement has been increasingly enhanced with the continuous propulsion of National Intellectual Property Strategy, although people have questioned its system for quite long time. How to understand the fundamental characters of IPR enforcement, and how to analyze the IPR enforcement system in China have become theoretical and practical issues which must be urgently solved. It is attempted to conduct the analysis on IPR enforcement from the three aspects, that is, basic concepts of IPR enforcement, international comparison, and Chinese characteristics. Also several policy recommendations are provided; the recommendations include the integration of necessary enforcement forces, the coordination enforcement of administrative enforcement and judicial protection, and perfection of execution procedure in order to optimize Chinese IPR enforcement system.
