Abstract: New and high technology development zones are an important supporter for improving China's independent innovation capability. Using DEA method, the technical innovation efficiency of 53 national level new and high technology development zones in China is measured, and a Tobit regression on factors that might influence innovation efficiency is conducted. It is found that seven variables, such as science and technology input intensity, etc., could significantly improve innovation efficiency, and other five variables including industrial cluster extent and scale of development zones, etc. have a negative impact on innovation efficiency. It makes possible to improve innovation efficiency of new and high technology development zones through adjusting the level of relevant variables.
