营商环境生态促进区域专精特新企业扩量提质的组态研究
Research on the configurations for the quantity expansion and quality improvement of regional SRDI enterprises driven by business environment ecosystem
营商环境生态是促进专精特新企业扩量提质的重要前因。本文以中国城市数据为样本,采用模糊集定性比较分析(fsQCA)方法探索市场—政府双元制度逻辑下营商环境生态影响区域专精特新企业扩量提质的生态模式,提出“双元制度下的服务驱动综合赋能型”“市场主导下的产金双驱型”“政府引导下的产研政共促型”三种促进区域专精特新企业数量扩张的营商环境生态模式,以及“双元制度下的人才驱动综合赋能型”“市场主导下的才创双驱型”“政府主导下的才金政共促型”三种推动区域专精特新企业质量提升的营商环境生态模式。此外,本文还引入了余弦相似度分析方法,对数量与质量的高绩效与低绩效组态结果进行相似性分析以识别营商环境生态优化路径。研究发现,“质量优先”的单高营商环境生态优化路径比“数量优先”路径更具普适性;而“存量再配置”与“增量二级跳”两种营商环境生态优化路径可实现数量与质量的双高培育。研究结果为各地优化城市营商环境生态和加快推进区域专精特新企业扩量提质提供了理论借鉴与实践指导。
The business environment ecosystem serves as a critical antecedent for improving both the quantity and quality of regional SRDI (abbreviation for "Specialized, Refined, Differential and Innovative") enterprises. Leveraging the city-level data from China and employing the fuzzy-set Qualitative Comparative Analysis (fsQCA) approach, this paper investigated the ecological configurations through which the business environment ecosystem, under the dual institutional logics of market-government, influences the quantity expansion and quality improvement of regional SRDI enterprises. It proposed three ecological recipes that facilitate the quantity expansion of SRDI enterprises: "service driven comprehensive empowerment under dual institutional logics", "production-finance nexus driven under market dominance" and "industry-research-government co-promotion under government guidance". In parallel, three ecological recipes are identified to improve the quality of SRDI enterprises: "talent-driven comprehensive empowerment under dual institutional logics", "talent-innovation dual-driven under market dominance", and "talent-finance-government co-promotion under government leadership". Additionally, the cosine similarity analysis method was introduced to compare the similarities between high-performance and low-performance configurations for quantity expansion and quality improvement, aiming to identify paths for optimizing the business environment ecosystem. The results indicated that the "quality-first" optimization paths are generally better than the "quantity-first" paths, while the "stock reallocation" and "incremental leap" optimization paths can promote both the quantity and quality of regional SRDI enterprises. These findings will provide theoretical and practical insights for optimizing urban business environment ecosystems and accelerate the development of high-performing SRDI enterprises across regions.

Policy-makers are seeking to build vibrant entrepreneurial ecosystems (EEs) to promote innovative entrepreneurship. However, the role of government policy in EEs, especially in the emerging economy context, is poorly understood, lacking a systematic concept of policy and theoretical framework, clear policy classification, and empirical research considering distinctive characteristics of policy mixes in EEs. This paper introduces the concept of EE policy mixes and classifies them into seven policy instruments. Using data from 21 national high-tech zones (NHZs) in China, fuzzy-set qualitative comparative analysis (fsQCA) is applied to identify effective configurations of EE policy mixes that support early-stage and late-stage technology start-ups to produce high entrepreneurial performance. The configurational analysis shows that EE policy mixes present causal complexity and stage differences. Based on interpreting multiple policy interactions, we reveal the differentiated support mechanisms of EE policy mixes in NHZs and draw out their implications for research, policy, and practice. This study contributes to the EE literature by adopting a policy-mix perspective to examine the role of policy, exploring the specific emerging economy context of China, suggesting further extensions of the research to other contexts, and applying a methodology that reveals causal mechanisms. It also supports better-informed EE policy and governance.

技能,尤其是专有技能的形成,需要个体扎根某一岗位长时间的耕耘和摸索,这就需要为劳动者提供相对稳定的工作环境和就业保障。计划经济时期,我国国有企业执行统包统配的计划式就业,企业采取劳动竞赛、厂内师徒制、技术协作等方法促进个体的技能形成;社会主义市场经济时期,公有制企业以编制制度,为部分技术技能人才提供了就业稳定的制度保障,同时进一步延续和创新了技能竞赛、基于专家工作室的师徒制、职称评定等制度促进员工的技能形成,而非公有制企业则通过签订长期合同、竞业禁止等给予雇员稳定雇佣的可信承诺,并通过强化员工忠诚教育、建立内部人才上升和流动通道、建立内部人才培养体系和劳动力市场等措施,提升员工专有技能的形成效率。本质上,这是社会主义市场经济环境下,企业内劳动力商品化和去商品化之间的一次再平衡。企业以稳定的雇佣承诺尊重和保护劳动者作为人的特质和需求,并通过师徒传承、生涯发展、锦标赛和内培内招四大机制,发挥劳动力作为生产要素的价值。这一机制还受到国家经济体制以及规范有序的行业内部劳动力市场的宏观影响。未来我国的就业政策、教育政策、社会保障政策应重点促进社会群体的稳定就业,通过积极创设稳定就业的制度环境、提升中小微企业的人力资源开发与技能形成能力、提升职业院校校企合作人才培养的结构性与合规性,协助企业构筑健康稳定、可预期的劳资合作关系。

本文将金融生态环境纳入到政府与企业关系的考察中,基于山东省的经验,实证检验政治关联、金融生态环境与企业融资的关系。研究发现:(1)金融生态环境及其下属维度发展水平的提升均有助于缓解企业融资压力,促进企业发展;(2)金融生态环境会对政治关联产生“声誉替代效应”,当金融生态环境指数达到某一临界值时,企业建立政治关联会得不偿失。本文的研究对于我国现阶段加快民营经济发展及建设区域金融中心的双重目标有一定的政策借鉴意义。
<p>Based on listed companies from 2006 to 2013 in Shandong province of 858 samples, this paper examined the relationship between the political association and the corporate financing when the financial ecological environment index was on different level. The results showed that: (1) the financial ecological environment development level and their subordinate dimensions were both do help to alleviate the pressure of the corporate finance; (2) there was a “reputation substitution effect” between the financial ecological environment and the political association, when the financial ecological environment index reached a critical value, the enterprise who established a link to government would do more harm than good. This paper had a certain reference of policy significance for speeding up the development of private economy and the construction of regional financial center at present stage in China.</p>
