Abstract: The regional economic development in China is unbalance, which leads to the difference of Environmental Kuznets Curve (EKC). The hypothesis of EKC is verified by adopting the panel data of industrial wastewater emissions, industrial gas waste emissions, and industrial solid waste emissions from 30 provinces and autonomous regions during the period of 1998 to 2008. The findings indicate that the hypothesis of EKC only exists in eastern region of China, where the indicators of "industrial three wastes" have an inverted "U" shape relationship with the per capita income. The hypothesis of EKC does not exist in Middle West region of China, where the indicators of "industrial three wastes" have a "U" shape or linear relationship with the per capita income. Furthermore, from the point of view of regression results, the development speed of environment pollution in central and western area of China is faster than that in eastern region of China. The environment pollutions in eastern region of China have been improved due to Foreign Direct Investment(FDI) inflow, however there is no such an obvious sign in the Middle West region of China.
