On the input-output effect of R&D in Chongqing tertiary industry

Abstract: A two-level and three-factor CES production function is established, the input factors are divided into R&D input and non-R&D input, and the elasticity of productivity and substitution elasticity of the R&D input and non-R&D input on the five major sectors of tertiary industry in Chongqing are calculated. It is found that these industries are in the stage of increasing returns to scale, the substitution elasticity between human input and capital input is about one, the R&D capital's substitution elasticity is smaller than that of R&D manpower, the non-R&D input's elasticity of productivity is higher than that of R&D input. In the last, based on the results, brief policy suggestions are proposed.
