The impact of public R&D subsidies on behavior of private R&D: a review of existing literature

Abstract: Foreign researchers have been always focusing on the public R&D investment which is adopted by government for remedying the market failure. In recent decades, they have made beneficial exploring in this field. Though the questions still remain open and there is limitation in the existing research, the methodology, quantitative research methods and the convention of attaching importance to positive research make sense to the evaluation of Chinese technological policies.
