Modeling and optimization for proposal allocation in science and technology project review

Abstract: Abstract: Grouping projects rationally and allocating to different experts is extremely important in the process of science and technology project management. The condition for allocating projects into groups in the context of science and technology project review in China is explored originally. Firstly, the process of project allocation is analyzed in detail; then four decision-making rules for project allocation are outlined. In addition, a multiobjective optimal model for the decision-making of project allocation is constructed according to the rules and a solution algorithm based on genetic algorithm is developed. Finally, a numerical example is presented and the result shows the effectiveness of the proposed approach.
