Abstract:      Innovative industrial clusters are important carriers of China′s innovation-driven development strategy and important policy tools to promote regional innovation. Based on the policy practice of "innovative industrial clusters", this paper used the panel data of 281 prefecture-level cities in China from 2010 to 2019, and used the progressive DID model to evaluate the impact, mechanism and regional heterogeneity of innovative industrial clusters on urban total factor productivity. The study found that innovative industrial clusters can significantly improve urban total factor productivity, and the conclusion is robust. The mechanism analysis showed that innovative industrial clusters can promote urban total factor productivity by promoting technological innovation, and technological innovation has a mediating effect in the impact path. The regional heterogeneity analysis showed that the policy effect of innovative industrial clusters is significant in central and eastern China. The research conclusion will have certain policy implications for further building innovative industrial clusters, guiding the rational allocation of innovative resources among regions, and promoting the optimization and upgrading of urban industrial structure.
