Abstract: Patent agency is an important link to transform the innovation achievements into the patent right, patent agents are practitioners of patent system which are closely related to patent quality，andso it is an important support for the effective operation of the patent system. And patent agent is a practitioner of patent system which is closely related to patent quality. The research on competency of patent agent can provide strong evidence and reference for improving patent quality. From the perspective of patent agent competency, this study constructs the theoretical framework of patent agent's competency, then uses the factor analysis method of multivariate statistical analysis to constructs the patent agent competency model and analyses the connotation of each competency，which is on the basis of empirical research. The results show that：the patent agent competence is a multi-dimensional structure model, which consists of nine aspects, including knowledge structure, skill experience, foreign skill, occupational ability, sociability, personality, development motivation, occupational quality and business quality. For theoretical model of patent agents’ competence, we expect to be able to put forward good ideas and suggestions to the promotion of patent quality and the development of patent agency industry.
