Abstract: According to the "factors of price, cost tradeoffs, regional energy efficiency change" chains of logical analysis, this paper constructs energy total factor productivity index based on the cost from the dynamic perspective and includes the unexpected output, search for the cause of total factor productivity index of energy change and the change of China's regional energy efficiency distribution pattern and characteristics of dynamic evolution: The provincial total factor productivity index of energy change, on the one hand, technological progress caused technological catch-up and technology impact efficiency boundary change; On the other hand, it is also affected by the combination of factor price changes, the ability to catch up and change the configuration efficiency caused by the combination of factors. The energy allocation efficiency, which is decided by the factor price, has gradually become the key factor to the change of the total factor energy productivity index in China. Energy utilization efficiency and energy allocation efficiency in the study period has a significant jump growth, indicating that accelerate the process of marketization. Due to a single polarization distribution gradually into a bimodal distribution evolution, breaking the distribution characteristics appear to gather in the poles of club convergence characteristics, backward areas to catch up with the leading area more difficult; In the area of energy allocation efficiency, with the elements of market-oriented reform, Its distribution of mobility is further enhanced, the gap between the leading areas and backward regions is gradually narrowing, the possibility for backward areas to catch up is increased.
