Abstract: Fully considering the influence of energy consumption and carbon emissions on regional technical efficiency in China, this paper puts energy consumption and carbon emissions into technical inefficiency equation, constructs the measurement model based on the stochastic frontier analysis of the logarithmically Cobb-Douglas production function, and measures the regional technical efficiency in China from both national and regional levels based on the 2005-2011 inter-provincial panel data, objectively analyze the existing differences. The empirical result shows that capital and labor inputs are showing a positive effect, energy consumption plays a significant positive role on the regional technical efficiency, carbon emissions has negative effect on the regional technical efficiency, the change trends of technical efficiency among three areas is relatively stable under energy consumption and carbon emissions and their difference is smaller.
