A research on the crisis management mechanism and capability of project-oriented local governments

Abstract: Based on the theory of project-oriented management,this paper conducts researches on the relationship between crisis management mechanism and capability of project-oriented local governments with the method of empirical research,in the perspective of organizational learning capability. It comes to the following findings:the crisis management mechanism of project-oriented local governments is significantly and positively related to its crisis management capability;the most obvious is project-oriented resource allocation mechanism and the first asking responsibility mechanism,the second is the public information exchange mechanism,and the weakest is the decision making mechanism based on expert skills;andthe organizational learning capability is significantly and positively moderating the relationship between public information exchange mechanism and crisis management capability. This paper makes contributions to the theory of management mechanism of project-oriented local governments in the empirical level. In addition,this paper has application value for local governments to improve their crisis management capability.
