Abstract: Polarisation is a new feature of digital innovation, which makes it difficult for tail enterprises to break through key digital technologies; can the hand of digital public services be used to promote digital innovation from polarisation to inclusion? Based on urban supply chain innovation and application pilots, this paper characterises smart supply chain policies and examines the impact and mechanism of supply chain public digital services on enterprises' digital innovation. The study finds that the construction of smart supply chain significantly improves the digital patent application rate and authorisation rate of enterprises in the pilot cities, indicating that the public digital service of supply chain promotes the digital innovation of enterprises; the subgroups find that the construction of smart supply chain focuses on promoting the digital innovation of enterprises in the tail section of low-tech, low-efficiency, and overcapacity, indicating that the smart supply chain assumes the responsibility of the bottoming of the public digital service, and enhances the digital innovation of the tail section of enterprises by bridging the digital gap between the enterprises in the tail section. The test mechanism found that the information connectivity is a key factor in the development of the smart supply chain. The examination of the mechanism reveals that information connectivity, financial integration, and supply-demand connectivity are all important mechanisms for smart supply chain construction to promote digital innovation of enterprises. This paper further proposes policy implications in terms of accelerating the construction of digital public services in the supply chain and promoting digital innovation of tail-end enterprises.
