Research on the innovation network reconfiguration of Chinese chip enterprises under overseas sanctions

Abstract:     Innovation network reconfiguration plays a crucial role for Chinese chip enterprises in coping with overseas sanctions. This study chose Tianjin Phytium as the case to deeply analyze the behavior mechanism and underlying logic of Chinese chip enterprises′ innovation network reconfiguration under the impact of overseas sanctions. The study found that: (1) Under the impact of overseas sanctions, Chinese chip enterprises reconfigure the relationship and structure of the innovation network, and drive resource reconfiguration; (2) Chinese chip enterprises follow the "security logic" and "competition logic" respectively to reconfigure the technology innovation network and market innovation network, that is, to pursue the security and control of key core technologies and improve the competitiveness of domestic chips; (3) Under the guidance of different reconfiguration logics, the innovation implementation methods of technology innovation network and market innovation network have undergone differentiated transformation, which helps Chinese chip enterprises to better cope with overseas sanctions from the aspects of both technology and market. This study explored the reconfiguration mechanism of Chinese chip enterprises′ innovation network under the impact of overseas sanctions, which has not only expanded the research of innovation network, but also provided a new perspective for the study of overseas sanctions response. The research conclusion can provide useful reference for Chinese enterprises to reconfigure innovation network and resist overseas sanctions.
