四螺旋理论视角下科技创新人才效能提升路径

The efficiency enhancement paths of S&T innovation talents from the perspective of the quadruple helix theory

摘要:     科技创新人才是科技发展的主力军和创新的源泉,提升科技创新人才效能,对于推动我国科技事业发展具有重要意义。基于四螺旋理论视角,采用模糊集定性比较分析方法,以我国143家科创板上市企业为研究对象,探究了政府、企业、高校和公众四个螺旋要素在科技创新人才效能提升过程中的协同作用。研究发现:(1) 单一螺旋要素并不构成科技创新人才效能提升的必要条件;(2) 科技创新人才效能的提升路径有3条,分别为“高校资源供给不足-公众参与缺失下的政府带动型”“企业内部资源匮乏-高校人才供给不足-公众参与缺失下的政府带动型”和“政府带动不力-企业内部资源匮乏下的公众参与-高校资源供给型”;(3) 在“高校未能向企业提供人才和智力支持并且缺乏公众需求引导”和“企业自身可利用资源匮乏、高校未能向企业提供人才支持并且缺乏公众需求引导”两种不同的情境下,政府的科学研究支持均能够起到带动作用。研究结论拓展了四螺旋理论和科技创新人才效能的相关研究,为发挥科技创新人才的重要作用提供了实践启示。

Abstract:    S&T innovation talents serve as both the main driving force and the source of innovation for S&T development. Enhancing talent efficiency among S&T innovation talents is of great significance for advancing China′s S&T undertakings. Drawing on the quadruple helix theory and employing a fuzzy set qualitative comparative analysis, this study adopted 143 listed companies on China′s S&T innovation Board as research objects to investigate the collaborative effects of government, enterprises, universities, and the public in the process of improving S&T innovation talent efficiency. The findings showed that: (1) no single helix element constitutes a necessary condition for enhancing S&T innovation talent efficiency; (2) there are three distinct paths toward improving S&T innovation talent efficiency: "government driven under the insufficient supply of resources in universities and the lack of public participation", "government driven under the lack of internal resources in enterprises, insufficient supply of talents in universities and the lack of public participation" and "resources supply of universities and public participation under poor governmentdriven and the lack of internal resources in enterprises"; (3) in two different contexts—"universities failing to provide talent and intellectual support to enterprises and lacking public demand guidance" and "enterprises having limited available resources, universities failing to provide talent support, and lacking public demand guidance"—government support for scientific research can play a driving role. These findings have extended the quadruple helix theory and research on talent efficiency in S&T innovation talent, and they will provide practical insights for giving full play to the important role of S&T innovation talent.
