Research on the mechanism and spillover effect of global value chain embedding on regional innovation capability——Based on the perspective of market integration
Xie Huiqiang, Lei Yiming, Zheng Shufang
    2024, 45(6): 1-11.  DOI: 10.19571/j.cnki.1000-2995.2024.06.001
    Abstract ( 317 )
Facing the "low-end locking" and "high-end squeeze" of developed countries, China′s reliance on embedding itself in the global value chain (GVC) to enhance its technological innovation capability is becoming unsustainable. It must rely on domestic market integration, and the mutual promotion of domestic and international cycles to enhance regional innovation capacity. The paper measures the degree of GVC embedding in 30 provincial-level regions in China based on the customs database from 2005 to 2016, and uses the two-way fixed effects model, interaction model, and spatial Durbin model to empirically examine the mechanism and spatial spillover effects of GVC embedding on regional innovation capability from the perspective of market integration. The conclusions showed that: First, the degree of GVC embedding has a significant inhibitory effect on regional innovation capacity, and this effect mainly comes from the "export-import effect" generated by the forward embedding of GVC and the "low-end locking effect" brought by the backward embedding. Second, the inhibitory effect of GVC embedding on regional innovation capacity is heterogeneous between coastal and inland regions, i.e., compared with inland regions, the inhibitory effect of GVC embedding on regional innovation capacity is more significant in coastal regions. Third, from a spatial perspective, GVC embedding has a negative spatial spillover effect on the innovation capacity of neighboring regions, mainly due to the vicious competition between regional local governments, which leads to market segmentation and exacerbates the "siphon effect" of GVC embedding. Fourth, promoting domestic market integration can help weaken the inhibitory effect of GVC embedding on regional innovation capacity, and turn crisis into a positive spillover effect on the overall innovation capability of adjacent regions. Among them, market integration in the commodity market shows the most significant effect in weakening the inhibitory effect of GVC on regional innovation capacity. The main contributions are: First, this paper incorporates GVC, market integration and innovation capacity into a unified research framework, examining for the first time the mechanism of GVC embedding on regional innovation capacity from the perspective of market integration, and expanding the innovation effect generated by China′s participation in GVC under the dual circulation background. Second, this paper empirically examines the spatial spillover effect of GVC embedding on regional innovation capacity using the spatial Durbin model, and categorizes provincial-level regions into coastal and inland regions to explore the regional heterogeneity of the impact effect, which enriches the study of the economic effect of GVC in terms of spatial correlation and regional differences. Third, this paper finds that market integration can effectively weaken the inhibitory effect of embedded GVC on regional innovation capacity. This not only aligns with the national strategic goal of accelerating the construction of a new development pattern but also provides empirical evidence for China to gather both international and domestic markets and resources and promote innovation-driven development. It also provides a new path for China to overcome the dual dilemma of "lowend locking" and "high-end squeeze" from developed countries.Based on this, we make recommendations in the following two areas: First, implement "internal reforms" and actively promote the construction of a unified domestic market. Second, focus on connecting domestic and foreign markets and accelerate the construction of a new dual circulation development pattern.

    Yuan Yehu, Sun Yanping
    2024, 45(6): 12-21.  DOI: 10.19571/j.cnki.1000-2995.2024.06.002
    Abstract ( 379 )
The innovation output of Chinese SMEs is far less than that of large enterprises, and how to enhance the innovation capacity of SMEs in the context of the era of digital economy has become an urgent issue for the theoretical and practical circles. Starting from the supply chain perspective, this paper explored the impact and mechanism of digital transformation of core enterprises on the innovation capacity of upstream and downstream SMEs based on the supply chain data of listed companies from 2007 to 2020. It was found in the study that (1) the digital transformation of core enterprises can significantly enhance the innovation capability of upstream and downstream SMEs, and the conclusion still holds after a series of robustness tests. (2) Mechanism tests proved that the digital transformation of core enterprises can generate three kinds of spillovers through the supply chain, namely financial spillovers, transformation spillovers and innovation spillovers, which affect the innovation level of upstream and downstream SMEs. (3) Heterogeneity analyses found out that core enterprises′ digital transformation promotes SMEs′ innovation capability more significantly when the SMEs are non-state-owned or high-tech enterprises. The findings of this paper will enrich the empirical evidence of supply chain spillovers and provide a new theoretical basis and operational ideas for SMEs to enhance their innovation capacity.

    2024, 45(6): 45-52.  DOI: 10.19571/j.cnki.1000-2995.2024.06.005
    Abstract ( 161 )
Technological entrepreneurship is playing an increasingly critical role in the cultivation of new industries and creation of economic wealth. Based on the number of high-tech start-ups, this paper used the multiple research methods, such as standard elliptic difference, spatial autocorrelation and spatial econometric model, to explore the temporal-spatial evolution and determinants of technological entrepreneurship in China from 2008 to 2020. The results showed that: (1) the number of high-tech start-ups in China is expanding exponentially, and the technological entrepreneurship ability is constantly improving, which is manifested in the "T" structures with the three major urban agglomerations as the core and the Yangtze River Economic Belt as the development axis; (2) technological entrepreneurship shows significantly positive spatial correlation: the "high-high" agglomeration zone and the "low-high" agglomeration zone distributed in three urban agglomeration and regional linkage effect is stronger, and the "high-low" agglomeration zone mainly distributed in the midwest important provincial capital cities, while the "low-low" agglomeration zone distributed in the western regions; (3) there is a significant positive spatial spillover effect, which indicates that technological entrepreneurship is heavily affected by the surrounding areas, and the higher the technological entrepreneurial ability in surrounding areas, the more active technological entrepreneurial activities can be found in the local; and (4) innovation environment, knowledge creation and innovation performance all significantly improve the provincial technological entrepreneurship ability, while knowledge acquisition significantly inhibits technological entrepreneurship ability. Based on these conclusions, we also discussed the effective measures for government at all levels to boost technological entrepreneurship.

A literature review and integrated framework of the innovation ecosystem based on the quantitative analysis
    Wu Xintong, Mei Liang,
    2024, 45(6): 53-61.  DOI: 10.19571/j.cnki.1000-2995.2024.06.006
    Abstract ( 186 )
Innovation ecosystems are characterized by the coordination mechanisms among diverse organizations around shared value propositions. This topic has become a significant academic issue in business management recently. This study reviewed the innovation ecosystems based on the quantitative analysis, and analyzed 1856 pertinent journal papers through bibliometric and content analysis techniques. The main findings include: Firstly, quantitative research on innovation ecosystems has identified three literature clusters related to corporate affiliation, technology connections and interaction mechanisms, with emerging related themes. Secondly, regarding quantitative measurements, both corporate affiliation and technology connections concentrate on analyzing the composition and relationship dimensions, developing distinct quantitative methods in terms of nodes, indicators, and modeling techniques; and despite their differences, they converge in research methods at the interaction mechanisms level. Thirdly, this study proposed an integrated framework combining “corporate affiliation-technology connections-interaction mechanisms” within the innovation ecosystem′s quantitative analysis. It highlights the importance of adapting between corporates and technologies during innovation, coordinating supply and demand to facilitate value creation and value capture through interactions. Reviewing the innovation ecosystem literature based on the quantitative analysis is an attempt to fill the current gap dominated by qualitative rather than quantitative research and lack of quantitative reviews. This will suggest directions for future quantitative empirical studies on innovation ecosystems and offer insights for integrating theory into academic, commercial, and policy-making practices.

    2024, 45(6): 62-71.  DOI: 10.19571/j.cnki.1000-2995.2024.06.007
    Abstract ( 162 )
The digital economy has profoundly changed the way products are produced, sold and consumed, but its impact on factor markets is still unclear. Therefore, based on the measurement of the digital economy development index and factor market distortion index at the city level, this paper used the panel data from 286 Chinese cities from 2011 to 2020 to test whether the development of digital economy has improved the degree of factor market distortion and to explore the mechanism of transaction costs and industrial structure, and examined the moderating role of business environment, urban innovation capability and fiscal transparency. The study revealed that both capital and labor markets exhibit varying degrees of distortion, and the proliferation of digital economy has effectively alleviated these distortions in China. The development of digital economy has not only reduced transaction costs for factors but also propelled industrial restructuring and upgrading, thereby ameliorating factor market distortions in China. Furthermore, the business environment, urban innovation capacity, and fiscal transparency all play a positive moderating role. The paper also found that the positive impacts of digital economy development on reducing factor market distortions show significant regional and city-level heterogeneity. This study provided valuable insights into how to rectify distortions in the factor market through the development of the digital economy.

    2024, 45(6): 72-82.  DOI: 10.19571/j.cnki.1000-2995.2024.06.008
    Abstract ( 223 )
In the era of digital economy, how to enhance the empowerment of financial services to real economy is an important topic worthy of in-depth investigation. Based on the panel data of 1,804 listed enterprises in 30 provincial-level regions of China from 2011 to 2020, this paper analyzed the micro data of enterprises and the macro data of provinces and cities and applied the spatial Durbin model, mediation effect model and threshold model, to empirically examine the intrinsic and spatial effect mechanisms of digital finance on enterprise technological innovation from the dual dimensions of intrinsic logic and spatial correlation. It was found that: (1) there is an obvious positive spatial correlation in digital finance and enterprise technological innovation; (2) there is a significant direct promotion effect and a negative spatial spillover effect of digital finance on enterprise technological innovation; (3) financing constraints and information constraints are the important conduction mechanisms for digital finance in playing the role of incentives for enterprise technological innovation; and (4) the incentive effect of digital finance on enterprise technological innovation is characterized by the inverted U-shaped nonlinearity of “positive first and then negative”. This study has enriched the literature on the driving factors of enterprise technological innovation and the economic consequences of digital finance, and thus will offer references for how to provide effective financial support for enterprise technological innovation, accelerate the implementation of the innovation-driven development strategy, and boost the high-quality development of the economy.

A study of the innovation comparison in state-owned enterprises and its influencing factors
Lu Chuang, Niu Yuhao, Li Xinzi
    2024, 45(6): 83-94.  DOI: 10.19571/j.cnki.1000-2995.2024.06.009
    Abstract ( 144 )
State-owned enterprises are the main force of scientific and technological innovation in China. In the era of accelerating cultivation of new quality productivity, exploring the means to improve the quality of innovation and enhance the efficiency of innovation is an important issue to promote the state-owned enterprises to become stronger, better and bigger. Based on the listed companies of the state control group from 2010 to 2018, this paper empirically tested whether innovation comparison exists in SOEs and what factors influence innovation comparison. We found through the study that there is a phenomenon of innovation comparison among SOEs, that is, when it is observed that other companies in the same group increase innovation investment, the company will significantly increase its innovation investment in the next year under the influence of performance evaluation. The innovation comparison among companies reduces the real innovation efficiency. This conclusion is still valid after several robustness tests. When the pressure of performance evaluation is greater or the possibility of manager promotion is higher, the innovation comparison is more serious, and the adverse influence of innovation comparison on innovation efficiency is stronger. The findings of this paper will not only enrich the literature on the mutual influence of corporate financial decisions, but also provide important policy insights for improving the performance evaluation system and promoting the construction of a strong innovative country.

Research on the impact of R&D resource mismatch on the efficiency of industrial green technology innovation:Based on the threshold effect of digital economy
    Fan Decheng, Jia Mingzhe
    2024, 45(6): 95-104.  DOI: 10.19571/j.cnki.1000-2995.2024.06.010
    Abstract ( 221 )
Industrial green technology innovation is an important link to promote green development and harmonious coexistence between man and nature, and it plays a vital role in promoting the development of real economy and promoting new industrialization. However, the unreasonable allocation of R&D resources restricts the improvement of the innovation efficiency of industrial green technology and seriously hinders the process of China′s green development. With the rapid development of digital technology, digital economy has achieved unprecedented development, and it has a profound impact on the mode of production and production factors. Based on the panel data of 30 provincial-level regions in China from 2011 to 2020, this paper studied and measured the impact of R&D resource mismatch on innovation efficiency of industrial green technology, as well as the impact mechanism of digital economy development on R&D resource mismatch and innovation efficiency of industrial green technology.Introducing the harmless rate of industrial solid waste representing environmental benefits into the measurement index system of the innovation efficiency of industrial green technology, this paper used the super efficiency SBM model to estimate the innovation efficiency of China′s industrial green technology, and calculate the degree of mismatch of R&D resources by modeling. A two-way fixed effect model of time and individual was established to analyze the influence of R&D resource mismatch on innovation efficiency of industrial green technology. A threshold effect model was built to regress and analyze the threshold effect that digital economy plays a coordinating role in R&D resource mismatch and innovation efficiency of industrial green technology. The results show that: (1) The industrial R&D resources in 30 provincial-level administrative regions in China have shown a shortage of allocation, and the efficiency of industrial green technology innovation shows strong regional heterogeneity; (2) The mismatch of R&D personnel and capital will significantly inhibit the improvement of China′s innovation efficiency of industrial green technology. The regression results showed that compared with R&D personnel, R&D capital mismatch has a stronger and more significant inhibitory effect on the efficiency of industrial green technology innovation; (3) Under the moderating effect of digital economy, R&D resource mismatch has a U-shaped influence mechanism on the efficiency of industrial green technology innovation. When the digital economy reaches the threshold value, R&D personnel and capital will change from inhibiting the improvement of efficiency to promoting the improvement of efficiency. The threshold value of R&D personnel is higher than that of R&D capital, but the positive promotion coefficient after reaching the threshold is much larger than that of R&D capital. This paper will enrich the research ideas on the innovation efficiency of industrial green technology, and provide empirical basis and policy recommendations for accelerating the development of the digital economy, optimizing resource allocation, and promoting the efficiency of industrial green technology innovation.

Research on the path of Chinese enterprises to break through the scientific and technological blockade and enhance their competitiveness: A study based on the evolution of international entrepreneurial strategies
    Ge Baoshan, Zhao Liyi
    2024, 45(6): 105-115.  DOI: 10.19571/j.cnki.1000-2995.2024.06.010
    Abstract ( 35 )
With the rise of China, especially the major breakthroughs in the field of hightechnology, the western countries led by the USA have continuously upgraded their technology blockade against Chinese enterprises in the international market. In face of the dual pressure of severe international situation and internal development needs, how to enhance the international competitiveness of Chinese enterprises has become a common concern for the academic and practical circles. Based on the perspective of strategic evolution, this paper selected two typical Chinese enterprises as research objects. The research found that: the formation and evolution of international entrepreneurial strategies have a significant impact on the competitiveness of enterprises. In order to seize the development opportunities, the international entrepreneurial strategy adopted by Chinese enterprises is quietly changing. The initial global niche strategy focusing on specific regions or segmented industries, has been gradually transformed into the niche strategy focusing on the main business and pursuing exquisite technology, and finally into the hidden niche strategy aiming at the hidden development in the global niche market. Under the influence of the evolution of international entrepreneurial strategy, the competitiveness of Chinese enterprises presents an overall upgrading of "international market competitiveness -international manufacturing competitiveness-international technical competitiveness". The theoretical contributions of this paper are as follows: first, from the perspective of strategic evolution, this paper proposed a dynamic evolutionary path for Chinese enterprises to break through the barriers built by the West and achieve the improvement of competitiveness. The research conclusion has not only deepened the competitiveness theory in the Chinese context, but also made up for the lack of dynamic evolutionary process analysis in the existing competitiveness research. Second, based on the international entrepreneurship theory and the strategic management theory, this paper analyzed the choice of the international entrepreneurial strategy of Chinese enterprises under the background of anti-globalization, and proposed a new strategic measure of hidden niche strategy. On the one hand, the research conclusion has enriched the applicable situation of international entrepreneurial strategy; On the other hand, it has clarified the connotation and implementation path of the international entrepreneurial strategy of Chinese enterprises in the new era, thus proposing an original strategic concept that conforms to the international development of Chinese enterprises. Third, from the perspective of process, this paper has refined evolution laws of international entrepreneurial strategies, and clarified the evolutionary process and results. The research conclusion has not only fully presented the dynamic evolutionary process of international entrepreneurial strategies of Chinese enterprises, but also revealed the underlying logic of the formation and evolution of international entrepreneurial strategies, thus promoting the research on the dynamic evolution of international entrepreneurial strategies from the theoretical level. The management implications of this paper are as follows:First, from the national level, China should encourage small-and medium-sized enterprises with the characteristics of specialization, refinement, differentiation and innovation (SRDI enterprises) to carry out international cooperation on production capacity with the "Silk Road Economic Belt and the 21st-Century Maritime Silk Road(the Belt and Road)" countries to empowering the SRDI enterprises to develop internationally, and helps the SRDI enterprises to seize the "new track" of global segmented industries, so as to improve the international competitiveness of China′s manufacturing industry. Second, from the industrial level, the industrial development of the "Belt and Road" countries is uneven, and China and the "Belt and Road" countries can form complementary industrial advantages. China needs to promote SRDI enterprises to continue to exert efforts in various segmented technology fields, thereby promoting rationalization of the industrial layout. Third, from the perspective of enterprises, Chinese enterprises should adhere to the "hidden niche strategy" and accelerate the internationalization process of enterprises with the help of the window of international entrepreneurial opportunities brought by the "Belt and Road". Chinese enterprises should find a balance between the global market segment and their own capabilities, strive to find niche market in the "Belt and Road" countries, integrate local resources of the "Belt and Road" countries by establishing an international entrepreneurial network interwoven with strong and weak relationships with governments, industry leaders and other entities, and make the main products more suitable for the needs of local market segmented through localization, and gradually achieve the improvement of international technological competitiveness of enterprises.

    Xu Zhiyong, Zhang Na
    2024, 45(6): 116-125.  DOI: 10.19571/j.cnki.1000-2995.2024.06.012
    Abstract ( 159 )
The asset allocation of enterprises reflects their resource allocation strategies. Digital economy is a new engine to drive the resource allocation of enterprises, and a reasonable asset structure is a necessary condition for achieving high-quality development of enterprises. Based on the panel data of China′s A-share listed companies from 2011 to 2020, this paper examined how the asset structure mismatch affects the high-quality development of enterprises and analyzed the regulatory effect of digital economy on the relationship between them. The study found that the mismatch of asset structure significantly hinders the improvement of high-quality development level of enterprises. The test results of the regulatory effect showed that the digital economy can significantly alleviate the negative impact of asset structure mismatch on the high-quality development of enterprises. Further research showed that the negative impact of asset structure mismatch on the high-quality development of enterprises is more obvious in enterprises with high proportion of financial assets, fixed assets, intangible assets and inventory in total assets, as well as those with high financial leverage, low financial development level and low marketization. The research conclusion will enrich the theory of capital allocation, and provide empirical evidence and reference suggestions for promoting the deep integration of digital economy and real economy and promoting the highquality development of enterprises.

Research on the impact of digital interaction on business model innovation
Wang Bingcheng, Zhang Yuxiang, Cui Mengjie
    2024, 45(6): 136-145.  DOI: 10.19571/j.cnki.1000-2995.2024.06.014
    Abstract ( 138 )
In the process of using products or enterprise services, users often generate new ideas or innovative inspiration, but in the past, these new ideas or innovative inspirations were difficult to transmit to the enterprise. With the development of digital technology, enterprises and consumers have crossed the traditional barriers of face-to-face communication, and it has become a new development trend for enterprises to build Internet platforms to interact with users digitally, which provides convenience for enterprises to obtain information such as user needs or market changes, and also provides more knowledge resources and innovation inspiration for enterprises to innovate business models. In practice, Xiaomi digitally interacts with users through the digital interactive platform, which effectively promotes the innovation of Xiaomi′s business model. Therefore, it is necessary to conduct an indepth discussion on the relationship between digital interaction and business model innovation. At present, the research of domestic and foreign scholars on the digital interaction between enterprises and users mainly focuses on its impact on product innovation, and relatively ignores the impact of digital interaction on enterprise business model innovation. Digital interaction can provide important external information and innovation knowledge for business model innovation of enterprises, so we believe that it should promote business model innovation of enterprises. However, it is not enough for enterprises to acquire knowledge, because knowledge is tacit and complex, so this requires enterprises to have certain knowledge absorption capabilities to fully digest and absorb the knowledge resources obtained through digital interaction. In addition, enterprises will inevitably be affected by organizational context in the process of business model innovation. Dynamic capability theory points out that if enterprises want to establish their own competitive advantage, they must have the ability to quickly adapt to changes in the external environment, so strategic flexibility has become an important factor restricting enterprises to adapt to changes in time. Therefore, this study takes knowledge absorption capacity as the mediating variable and strategic flexibility as the regulating variable into the path of digital interaction affecting business model innovation, and deeply discusses the role path of digital interaction on business model innovation.According to the dynamic capability theory, we constructed a moderated mediation effect model and deeply analyzed the effect path of digital interaction on business model innovation. Through a questionnaire survey of 360 employees, we finally collected 301 valid questionnaires and tested the models with the help of SPSS, structural equation model, bootstrap and other methods. The results showed that digital interaction has a significant positive impact on the business model innovation of enterprises. Knowledge absorption capacity plays a partial mediating role between digital interaction and business model innovation. Strategic flexibility will not only strengthen the relationship between knowledge absorption capacity and business model innovation, but also strengthen the mediating effect of digital interaction on business model innovation through knowledge absorption ability. The theoretical contributions of this study are as follows: First, based on the dynamic capability theory, the knowledge absorption capacity and strategic flexibility are included as mediating and regulating variables, and the role path model of digital interaction on business model innovation is constructed, which breaks through the limitation of most previous studies that only focus on the impact of digital interaction on enterprise product innovation, and also provides a new analytical perspective for the research on business model innovation. Second, it deepens the understanding of the relationship between digital interaction and business model innovation, and provides corresponding theoretical guidance for enterprises to carry out business model innovation in the context of digital interaction. The management implications of this study include: First, enterprises should improve their digital level, establish a digital platform that can interact with users online in real time, and actively seek valuable information from the outside world, so as to achieve business model innovation. Second, if enterprises want to innovate business models in a complex and changeable external environment to continuously gain competitive advantage, they should improve their knowledge absorption capabilities. Third, in the rapidly changing market environment, enterprises should enhance their strategic flexibility, timely attention to external information, and rapid adjustment of enterprise development strategy.

    2024, 45(6): 146-154.  DOI: 10.19571/j.cnki.1000-2995.2024.06.015
    Abstract ( 140 )
The growth of scientific and technological talents is the key to scientific and technological innovation, and the growth of talents often needs continuous incentives. The scientific nature of the funding system of the National Natural Science Foundation of China (NSFC) is an important guarantee to promote the sustainable growth of scientific and technological talents. This paper used the expert interview method and archives research method to empirically test the talent continuous incentive effect of the NSFC in the fields of management sciences. The vast majority of the interviewed NSFC project winners in the field of management sciences recognized the sustained incentive effect of continuous incentive in the talents of NSFC projects. Under the archival research method, based on the resourcebased view and signal transmission theories, and based on the application and funding data of the National Science Fund for Distinguished Young Scholars in the field of management sciences from 2001 to 2021, this paper constructed a multiple regression model for empirical testing. The results showed that the early funding of science fund projects has a positive incentive effect on the growth of science and technology talents, but it is not significant; and the higher the completion quality of science fund projects funded in the early stage, the more obvious the continuous incentive effect of science fund projects. Further analysis showed that the continuous incentive effect of talents exists in different disciplines, and there is no significant difference. The research conclusion is helpful to understand the law of talent growth and scientific research activities, and it will optimize the management of natural science fund projects.

    Abstract ( 120 )
Promoting the dissemination of technical information is one of the core objectives of the patent system. However, existing evidence suggests that R&D personnel do not prioritize patent information. It is crucial to identify the factors influencing R&D personnel′s utilization of patent information, as this has significant theoretical and practical implications for enhancing social innovation efficiency and innovation capabilities. In this study, we conducted in-depth interviews with 21 R&D personnel to collect primary data. Using a programmatic grounded theory approach, we analyzed the interview data and extracted 17 initial categories and 7 main categories. Based on this, we constructed a model of factors influencing R&D personnel′s patent information utilization behavior. Our findings revealed that distal factors such as cognition of alternative information source and cognition of patent information source′s reputation indirectly impact R&D personnel′s utilization behavior through the serial mediating effects of patent information quality perception and behavioral attitudes. Additionally, patent information quality perception influences R&D personnel′s utilization behavior through the mediating effects behavioral attitudes. Furthermore, behavioral attitudes, social norms, and control factors have a direct impact on R&D personnel′s utilization of patent information. At the theoretical level, the research results have clarified the influencing factors and mechanisms of patent information utilization behavior of R&D personnel. At the practical level, it has provided a reference for improving the patent information utilization policies and enhancing the efficiency of technical information dissemination of China′s patent system.

Research on the transformation configuration of S&T achievements in high-tech industries under the TOE framework
    Wang Xin
    2024, 45(6): 164-173.  DOI: 10.19571/j.cnki.1000-2995.2024.06.017
    Abstract ( 159 )
With the continuous development of a new round of global S&T revolution and the accelerating industrial transformation, high-tech industries have become the focus of international S&T competition. The transformation of S&T achievements in high-tech industries is the key transition of high-tech achievements between laboratories and markets, and it is also an important way to promote the deep integration of science and technology and economy. In recent years, foreign countries have imposed technological blockades on some high-tech enterprises in China, destroying the transformation chain of S&T achievements in hightech industries. How to break through the technological blockade, overcome the key and core technologies and relieve the problems with transformation of S&T achievements in high-tech industries have a far-reaching impact on realizing high-level S&T self-reliance.Previous studies have explored the internal relationship between the transformation system of S&T achievements in high-tech industries and the overall innovation system, and it was found that the transformation of S&T achievements in high-tech industries is influenced by many factors. However, some studies fail to clearly define the connotation of transformation of S&T achievements in high-tech industries; The core topics of existing studies focused on the influence of some factors on the transformation of S&T achievements in high-tech industries, which not only lacks the analysis of influencing factors based on the holistic perspective and systematic theoretical framework, but also has not explored the comprehensive effects of various influencing factors on the transformation of S&T achievements in high-tech industries. This study combined the TOE theoretical analysis framework and fuzzy set qualitative comparative analysis method to analyze the configuration effect of influencing factors on the transformation of S&T achievements in high-tech industries, and explored some effective paths to promote the transformation of S&T achievements in high-tech industries from practical cases. The marginal contribution of this study mainly lies in: first, it systematically and integrally analyzed the nonlinear relationship among the influencing factors of the transformation of S&T achievements in high-tech industries, and turned the research perspective to the configuration perspective. Second, in the discussion of influencing factors, based on the TOE theoretical analysis framework, this study took into account the micro internal factors of technology and organization dimensions and the macro external factors of environment dimension. Third, it was found that there are multiple paths to promote the transformation of S&T achievements in high-tech industries. This study held that the specific linkage combinations of technology, organization and environment conditions may promote the transformation of S&T achievements in high-tech industries. Combined with the actual situation of various provinces and cities, this study further discussed the meaning of multiple condition configurations, which is beneficial to put forward some countermeasures and suggestions according to local conditions and circumstances. It was also found in this study that: First, the single condition of technology, organization and environment is not enough to promote the transformation of S&T achievements in high-tech industries, and multiple condition configurations are necessary to produce synergistic linkage effect. Second, there are seven conditions to promote the transformation of S&T achievements in high-tech industries, which can be summarized as two-dimensional linkage of technology and organization, three-dimensional linkage of technology, organization and environment, two-dimensional linkage of technology and environment, technology-driven, technology talent-oriented, technology innovation and market demand-oriented, and two-dimensional linkage of organization and environment. Third, technology innovation and technology talent are the core conditions in multiple condition configurations, and when the technology conditions are superior enough, there is a substitution relationship between organization and environment conditions, both of which can produce linkage effect with superior technology conditions and promote the transformation of S&T achievements in high-tech industries. This study drew the following policy implications: First, for areas with relatively insufficient environment conditions, technology and organization conditions should be continuously improved, and technology conditions should be given priority and supplemented by organization conditions. In high-tech industries, priority should be given to introduce R&D personnel and have their living conditions improved, so as to promote the rapid agglomeration of technology and talent. R&D institutions should be set up through self-construction, co-construction, merger and acquisition. Second, for areas with relatively insufficient organization conditions, technology and environment conditions should be continuously improved. We should adhere to the market orientation of technological innovation so as to give full play to the guiding role of government R&D funds. Third, for areas with relatively insufficient organization and environment conditions, we should improve technology conditions as a breakthrough. On the one hand, we should focus on the accumulation of core technologies and enhance the strength of technology innovation. On the other hand, we should optimize the talent ecosystem and accelerate the gathering of technology talents. Fourth, for areas with relatively insufficient technology conditions, organization and environment conditions should be continuously improved. We should encourage large-scale and small and medium-sized high-tech enterprises to jointly set up research and development institutions. We should also increase the proportion of government funds in R&D funds of high-tech industries, and set up a guiding fund for R&D investment of high-tech industries. Last but not the least, we should establish a unified technology market in which the release, inquiry, transaction and service of information can be conducted on some platforms.

Research on the impact of patent pledges on technological innovation in enterprises
Yuan Li, Zhou Yan, Dai Pengyi
    2024, 45(6): 174-182.  DOI: 10.19571/j.cnki.1000-2995.2024.06.018
    Abstract ( 205 )
Solving effectively the difficulties in intellectual property collateralized financing is of paramount significance for providing financial support to the technological innovation of small and medium-sized enterprises (SMEs) and nurturing specialized and new enterprises (SNEs). To this end, based on the theories of financing constraints and asymmetric information, this paper explored the effects, underlying mechanisms and conditions of patent pledge in fostering enterprise technological innovation. Drawing on panel data of enterprise patent pledge and technological innovation at the prefecture-level from 2006 to 2018, and using a two-way fixed effects model and instrumental variable method, we empirically investigated the effects of patent pledge on enterprise technological innovation. The results showed that patent pledge significantly promotes enterprise technological innovation, and this positive effect was primarily manifested among non-listed enterprises. The mechanism tests revealed that patent pledge can leverage the collateral value of patents, easing enterprise financing constraints. Simultaneously, patent collateral facilitates the mutual conversion of collateral value and information value, forming a two-way signaling mechanism, both of which are conducive to promoting technological innovation. Under conditions of greater tradability in the patent market and stronger intellectual property protection, the positive effect of patent collateral on enterprise technological innovation becomes more pronounced. This paper has not only enriched the study on the mechanism of patent pledge promoting innovation from the perspective of two-way signaling incentive, but also provided policy insights for unblocking bottlenecks in the financial services chain and exploring pathways for financial empowerment of SNEs to achieve high-quality development.

Research on the driving mechanism of executive reputation to the high-quality innovation of state-owned enterprises
Xu Ning, Zhang Yang, Xu Xiangyi
    2024, 45(6): 183-192.  DOI: 10.19571/j.cnki.1000-2995.2024.06.019
    Abstract ( 163 )
To effectively promote the innovation-driven high-quality development, it is necessary to explore how to overcome the formal and strategic limitations of technological innovation and construct a driving mechanism for high-quality innovation in state-owned enterprises from the perspective of executive incentives. Based on the framework of principal-agent theory, this study utilized the data from A-share state-owned listed companies to examine the influence and mechanism of executive reputation on high-quality innovation of state-owned enterprises from multiple dimensions. The results demonstrated that executive reputation promotes the high-quality innovation in state-owned enterprises effectively. The mechanism test showed that executive reputation drives the high-quality innovation by providing incentive compensation, enhancing principal-agent efficiency, and improving the level of executive risk-taking. The heterogeneity test revealed that contextual factors such as characteristics of high-tech industries and degree of marketization strengthen the positive effect of executive reputation on the high-quality innovation in state-owned enterprises. This paper has verified the effective contract hypothesis of executive reputation from the perspective of high-quality innovation, expanded the application boundaries of principal-agent theory, and will provide a new theoretical perspective and practical pathway for the innovation management of state-owned enterprises.
