Abstract: Based on input-output method for evaluation, the model for analyzing utilization effectiveness of NRIs' funding is established and 16 National Research Institutes (NRIs) from eight countries are evaluated. Two cases, that is, German Max Planck Society and Indian Council of Scientific and Industrial Research are analyzed. The result indicates that the model for analyzing utilization effectiveness of NRIs' funding is suitable, while the NRIs adopting the "market-oriented funding pattern based on competition" and "scientific autonomy funding pattern based scientists" have advantages in the utilization effectiveness of funding. Besides, the direction for further improving the model for utilization effectiveness analysis of NRIs' funding is also pointed out.
