Abstract:     The development of new quality productivity is an inherent requirement for promoting high-quality economic development, and key technological systems play a crucial role in empowering new quality productivity, yet existing literature lacks sufficient research on their micro-level mechanisms. Starting from the technological attributes of key technological systems, this paper clarified their standards and characteristics and revealed the black box of these systems to empower new quality productivity. Taking integrated circuits as an example, this paper further analyzed the mechanisms and pathways through which key technological systems support new quality productivity. The study found that key technological systems possess common technological attributes, quasi-public goods attributes, and key intermediate commodities attributes, and supports the development of new quality productivity through the mechanisms of “product-industry-ecology”. The pathways to advance the new productivity of the integrated circuit technology system include promoting the rapid development of related products through a multiplier amplification effect, leading the development of related industries, and enabling stakeholders related to technological innovation to achieve value co-creation. The research has explored the cultivation and development pathways of new quality productivity from a micro perspective of the key technological systems, and will provide specific insights and implementation guidance for policymakers and economic practitioners, aiming to advance high-quality economic development and achieve synchronous progress in economic growth and the innovation system.
