Abstract: The integrated harbour-city seriously hindered the development of port management and system reform, so the separation of harbour-city has become a key breakthrough to solve the reform problem of the supply side of the port. Structural reform of supply side is designed to adjust the economic structure and make the elements to achieve the optimal allocation. Combined with the reality of our ports and the successful experience of ports in the world, this paper put forward the new port development modes and operation mechanism for China's port development, namely the regional port mode and the operation mechanism of mixed ownership harbor based on the separation of ownership and management. Port enterprises can enhance the vitality and the level of competition through the supply side reform and participate in the global competition at a higher level ,a broader and a deeper level, in order to adapt to the development of the economic globalization and implementation of the national strategy of "One road and one belt".
