Abstract: In the R&D procedure of aviation and aerospace sectors, Technology Readiness Level (TRL) is not only a necessary evaluation link for developing key technologies involved, but also a risk controlling tool for developing related products. Based on TRL evaluating system developed by NASA, the technology development activities are classified as Technology Oriented Integration (TOI) and Scheduling Oriented Integration (SOI) activities in terms of technology developing risk control and organizational strategic timing control, respectively. A dual path risk control over R&D projects for coordinating technology bottleneck based risk control into strategic timing control in typical cases of aeronautic and astronautic sectors is proposed; it might serve as the references to R&D project management and well organized TRL mechanism in corresponding industries.
