The mutual promotion relationship between the enterprise cluster's evolution and the innovation is not everlasting. There are some innovation barriers in the process of the enterprise cluster's evolution. "Condition reliance" attribute of enterprise cluster becomes the natural barrier to innovation at the emerging stage; the new diamond model will produce the postnatal shortage of clusters to innovation.
