战略性新兴产业突破性创新实现机理研究——以中国半导体存储产业为例
Research on the mechanism for achieving breakthrough innovation in strategic emerging industry: A case study of China’s semiconductor memory industry
战略性新兴产业突破性创新是培育新质生产力的重要途径。立足于实现高水平科技自立自强战略背景,基于制度逻辑和创新生态系统理论构建“制度—结构—行为”三维共演分析框架,运用探索性纵向单案例研究方法,以中国半导体存储产业为例,揭示战略性新兴产业突破性创新实现机理。研究发现:战略性新兴产业突破性创新实现过程包括技术市场化探索、核心技术路线培育和自主创新生态突破三个战略阶段;各阶段依次采用联动创新模式、重组创新模式和融通创新模式实现阶段性战略目标;制度逻辑、创新生态系统与创新战略行为通过行为塑造、结构支撑、制度重构和动能反馈四个互动机制实现三维共演。研究旨在开发战略性新兴产业突破性创新实现机理的系统性研究框架,推动制度逻辑与创新生态系统理论互补融合,并为战略性新兴产业创新发展提供管理启示。
Breakthrough innovation(BI) in strategic emerging industry(SEI) represents a crucial pathway for cultivating new quality productive forces. Grounded in the strategic context of achieving high-level self-reliance and self-improvement in science and technology, this study constructs a three-dimensional co-evolutionary analysis framework of “institution-structure-behavior” based on the institutional logic theory and innovation ecosystem theory. By taking China’s semiconductor storage industry as a vertical case, this study revealed the mechanism of achieving BI in SEI. The findings showed that the realization process of BI in SEI includes three strategic stages: technology marketization exploration, core technology route cultivation and ecological breakthrough of independent innovation. Each stage sequentially adopts the linked innovation mode, recombinant innovation mode, and integrated innovation mode to achieve phased strategic objectives. The three-dimensional co-evolution among the institutional logic, innovation ecosystem and innovation strategic behaviors is realized through interactive mechanisms, namely, behavior shaping, structural support, institutional reconstruction and dynamic feedback. This study aims to develop a systematic framework for analyzing the mechanism for achieving BI in SEI, promote the complementary integration of institutional logic theory and innovation ecosystem theory, and will provide insights into innovative development of SEI.

以自主研发突破轨道交通信号领域“卡脖子”的企业——交控科技为研究对象,采用扎根理论的方法,探索企业突破性创新风险的化解机制。研究发现:突破性创新的难题在于模糊性、不确定性、安全性与效益性风险如何化解;通过数字化转型的外部赋能机制、组织敏捷性的内部保障机制,基于3个核心范畴,从纵向4个阶段、内外2个维度,形成识别-响应驱动型拓新能力、连接-协同驱动型跃迁能力、传达-参与驱动型保证能力、治理-下沉驱动型发展能力,提炼“双轮驱动突破性创新风险化解”理论模型,揭示数字化转型与组织敏捷性在化解突破性创新风险中起到的作用。
Using grounded theory, this study takes TCT, an enterprise that independently realizes breakthrough innovation in the field of rail transit signal, as the research object to explore the mechanism for resolving breakthrough innovation risk. The research finds that the difficulty of breakthrough innovation lies in how to deal with the risks at different stages. Digital transformation acts as the external enabling mechanism and organization agility acts as the internal guarantee mechanism. Based on the coding work, a theoretical model of “two dimensional driving mechanism of resolving breakthrough innovation risk”, is formed from four vertical stages and two internal and external dimensions. This study helps to reveal the new development of the risk resolution mechanism of breakthrough innovation in the digital economy era, enriches the interpretation of the organizational agility theory, and provides reference for Chinese enterprises to promote breakthrough innovation through digital enabling and organizational reforming.

Over the past 20 years, the term “ecosystem” has become pervasive in discussions of strategy, both scholarly and applied. Its rise has mirrored an increasing interest and concern among both researchers and managers with interdependence across organizations and activities. This article presents a structuralist approach to conceptualizing the ecosystem construct. It presents a clear definition of the ecosystem construct, a grammar for characterizing ecosystem structure, and a characterization of the distinctive aspects of ecosystem strategy. This approach offers an explicit examination of the relationship among ecosystems and a host of alternative constructs (business models, platforms, coopetition, multisided markets, networks, technology systems, supply chains, value networks) that helps characterize where the ecosystem construct adds, and does not add, insight for the strategy literature.

The study of institutional change is a core research area in organization theory and is of increasing relevance for scholarship in other disciplines. In this article, we review the substantial number of studies that have examined the ways by which institutions are created, modified, or transformed, highlighting the lack of integration of prior works that emphasize exogenous shocks, institutional entrepreneurship, and practice-based change. Drawing on the institutional logics perspective, we then develop a novel typology of pathways of change that more comprehensively brings together this diverse literature, accounts for the richness and heterogeneity of institutional change processes unveiled by studies to date, and provides a more synthetic framework to guide future research. Based on our analysis and theorizing, we discuss important new scholarly directions that will enhance our understanding of different kinds of institutional change processes and outcomes, as well as contribute to further development of the institutional logics perspective.

构建新兴产业创新生态系统并进行有效战略管理,对提升产业国际竞争力具有重要意义,但现有研究缺乏对我国产业情境和数字化情境的充分关注。基于综合优势理论,以我国新能源汽车产业为例,探索新兴产业创新生态系统综合优势形成机理。研究发现:系统经历数字化创新“蓄能期—赋能期—扩能期”演化;基于我国制度、技术、市场情境的特色驱动机制,系统沿“主导优势选择—核心能力培育—综合优势形成”的战略路径循环发展;伴随主导优势“数字资源—数字平台—数字生态系统”动态选择,系统依次培育分布式创新、重组创新和跨界融合创新的核心能力,并促进综合优势同步形成与持续演化。研究旨在推动本土战略管理理论创新,丰富产业创新生态系统竞争战略研究,并为新兴产业创新战略及政策提供启示。
Under the driving force of digital innovation, the ecological competition trend of emerging industries is deepening. Building emerging industry innovation ecosystems and conducting scientific and effective strategic management is of great significance to enhance the international competitiveness of China’s industries. However, the existing strategic management theories lack sufficient attention to China’s industrial context and digital context. Based on the comprehensive advantage theory, this study takes China’s new energy vehicle industry as a longitudinal case and explores the formation mechanism of the comprehensive advantage of emerging industry innovation ecosystem. The results show that: (1) the ecosystem experiences the three evolution stages of digital innovation “competence storage period – empowerment periods – competence expansion period”, and has formed the comprehensive advantages with different characteristics through “strategic change – strategic upgrading – strategic transition” at each evolution stage; (2) in terms of the driving forces and strategic paths, the formation of the comprehensive advantage is driven collectively by China’s unique institutional, technological and market contexts, and develops cyclically along the strategic paths of “dominant advantage selection – core competence cultivation – comprehensive advantage formation”; (3) accompanied with the dynamic selection of dominant advantages between “digital resources – digital platforms – digital ecosystems”, the ecosystem has cultivated the core competence of “distributed innovation competence”, “recombination innovation competence” and “cross-border integration innovation competence” in turn, and has promoted the synchronous formation and continuous evolution of comprehensive advantage manifested in a “multi-point breakthrough – platform empowerment – ecological integration” overall trend. Based on the above conclusions, this study finally constructs the theoretical framework of the formation mechanism of the comprehensive advantage of emerging industrial innovation ecosystem. Meanwhile, considering that the industrial digital reformation is still in a dynamic wave, future research should continue to track the strategic changes of emerging industries and refine a new round of comprehensive advantage strategy cycle, thus improving the theoretical framework with higher contextual adaptability and strategic guidance value. In terms of the theoretical contributions, this study helps to facilitate the cross integration of multiple theoretical fields, enrich the competitive strategy research of innovation ecosystems at the industry-level, advance the indigenous strategic management theories in the digital context, and realize the multi-dimensional expansion of the comprehensive advantage theory at the levels of “enterprise – cluster – industry – industry innovation ecosystem”. In a practical sense, this study may provide three aspects of implications for China’s digital innovation practice, industrial strategic planning, and policy system optimization. First, the industrial management departments should implement differentiated comprehensive advantage strategies according to the specific types of emerging industries. The three strategic paths revealed in this study may provide valuable reference for the strategic planning of emerging industries in different regions, industrial types and evolution stages. Second, innovative enterprises, as core members of the emerging industry innovation ecosystem, should take advantage of the digital resource endowment and platform empowerment to accelerate the cooperation and integrated innovation with more digital ecological partners. Third, the government should speed up the construction of the digital innovation policy system, and enhance the complementarity, context adaptability and process coherence of the innovation policy mixes.
