开发区升格对区域绿色技术创新质量的影响研究

The impacts of development zone upgrading on the quality of regional green technological innovation

摘要:      中国经济已转向高质量发展阶段,而加快提升绿色技术创新质量对实现经济高质量绿色低碳发展具有关键作用。本文以2004—2016年243个地级市面板数据为样本,采用多期差分模型,实证检验了开发区升格政策对城市绿色技术创新的作用效果及机制。研究结果表明,开发区升格政策对绿色技术创新质量有显著的提升效果,并且在加入前定变量和排除同期政策干扰等系列稳健性检验之后依然显著。在影响机制上,开发区升格政策能够增强环境规制强度和增加政府补贴力度,进而提升城市绿色创新质量。异质性分析显示,开发区升格政策对创新质量的促进作用在经济发展水平较高、科技支持充足、政府资源控制力较强的城市中更显著有效。研究结论为进一步完善绿色区位导向政策和深化绿色创新驱动战略提供了政策启示。

Abstract:    China′s economy has shifted to the stage of high-quality development, and accelerating the improvement of green technological innovation quality plays a key role in achieving high-quality, green, and low-carbon economic development. Based on the panel data from 243 prefecture-level cities between 2004 and 2016, this study empirically examined the impact of the development zone upgrading policy on urban green technological innovation and its underlying mechanisms by using a difference-in-differences (DID) model. The results showed that the development zones upgrading policy significantly improves the quality of green technological innovation, and this effect remains robust after a series of checks, including the inclusion of pre-treatment variables and the exclusion of contemporaneous policy interference. In terms of the mechanism, the policy enhances the intensity of environmental regulation and increases government subsidies, thereby boosting the quality of urban green innovation. The heterogeneity analysis indicated that the positive impact of the policy on innovation quality is more pronounced in the cities with higher economic development levels, sufficient technological support, and stronger government resource control. The findings will provide important policy insights for further improving green location-oriented policies and deepening the green innovation-driven strategy.
