论技术监测的对象

摘要： 通过对网络信息环境下的传统科技管理手段的深入分析,我们提出将数据挖掘等现代信息技术与科技管理方法相结合的技术监测的理论与方法。本文对技术监测的对象进行了研究,指出技术监测的对象包括科技管理需求层次(科技发展战略与计划、科技发展环境与需求、特定技术领域、技术项目)和监测基础层次(科技文献、技术专利、研发主体)。并对每个对象的监测内容、目的、方法和监测的案例结果进行了详尽的分析和阐述。

Abstract: Through thorough analgsis on traditional science and technology (S&T) management method under the network information environment, we proposed modern information technology and the science and technology management unifies the technology monitoring. This paper has conducted the research to the technology monitoring object, points out it including the S&T management demand level (S&T developmental strategy and plan, environment and demand, specific area of technology, technical project) and the monitoring foundation level (S&T literature, technical patent, research and development main body). And to each object, the content, the goal, the method and the monitoring case result have carried on the exhaustive analysis and the elaboration.
