科技创新体系化能力助力关键核心技术突破的机理研究

Research on the mechanism of technological innovation systematization capability assisting breakthroughs of key core technologies

摘要: 科技创新体系化能力是新形势下科技强国建设的战略方向,在创新主体攻克关键核心技术过程中发挥着举足轻重的作用。现有研究缺乏对科技创新体系化能力与关键核心技术突破之间内在机理的探索与验证。因此,研究从创新主体网络视角,以2010—2019年人工智能行业联合申请发明专利数据构建参与主体之间的合作网络与知识网络,采用负二项回归法实证检验了科技创新体系化能力中的组织体系化能力与技术体系化能力对实现关键核心技术突破的作用机理。研究结果表明:组织体系化能力中的局部协同能力和全部协同能力均对关键核心技术突破具有显著正向影响;技术体系化能力中的知识共享能力和知识组合能力均对关键核心技术突破具有显著正向影响;此外,知识共享能力与知识组合能力在组织体系化能力与关键核心技术突破之间具有显著的链式中介作用。研究揭示了科技创新体系化能力与关键核心技术突破之间的影响机理,对我国企业、高校/科研院所等创新主体如何攻克关键核心技术突破难题具有重要的理论与实践意义。

Abstract:     Technological innovation systematization capability is a strategic direction for construction of a technologically strong country, and it plays a crucial role in the breakthroughs of key core technologies by innovation entities under the new situation. If key core technologies are not firmly grasped, they will inevitably pose a certain threat to national industrial chain security issues. Existing research has pointed out that breakthroughs of key core technologies mainly rely on the effective improvement of the technological innovation systematization capability of the innovation entities. However, the mechanism by which the technological innovation systematization capability assists innovation entities in achieving breakthroughs of key core technologies is still unclear. Therefore, exploring the relationship between technological innovation systematization capability and key core technology breakthroughs from the perspective of innovation entities network will help to open the black box of the internal mechanism between them. This exploration has important theoretical and practical significance for China′s innovation entities to overcome the "bottleneck" problem of key core technologies.The research classifies technological innovation systematization capability into organizational systematization capability and technological systematization capability. Organizational systematization capability includes local collaboration capability and overall collaboration capability, and technological systematization capability includes knowledge sharing capability and knowledge combination capability. From the perspective of innovation entities network, technological innovation systematization capability can help innovative entities achieve breakthroughs in key core technologies from two aspects: organizational systematization capability and technological systematization capability. From the perspective of innovation entities network, this study proposed a hypothesis to explore the relationship between technological innovation systematization capability and key core technology breakthroughs, aiming to investigate the influence mechanism of organizational systematization capability and technological systematization capability on key core technology breakthroughs.This study selected the universities/research institutes and enterprises engaged in the AI industry research as research objects, and obtained 15429 patents applied by the above innovation entities for joint inventions in the field of AI in 2010-2019 from the patent retrieval database of the China National Intellectual Property Administration. Gephi software was employed to preprocess the data by constructing cooperative networks and knowledge networks. Additionally, a negative binomial regression model was selected for hypothesis testing based on the characteristics of the data.The specific conclusions are as follows: Firstly, both local and overall collaborative capabilities in organizational systematization capability can effectively enhance key core technology breakthroughs, indicating that the direct and indirect linkage relationships in cooperation networks have a significant impact on key core technology breakthroughs. Secondly, the organizational knowledge sharing capability and knowledge combination capability in the technological systematization capability can effectively enhance key core technology breakthroughs, indicating the important role of knowledge exchange and knowledge combination in the innovation entities′ knowledge network in key core technology breakthroughs. Thirdly, knowledge sharing capability and knowledge combination capability play a chain mediating role in the relationship between organizational systematization capability and key core technology breakthrough, indicating that the impact of organizational systematization capability and technological systematization capability in the innovation subjects′ technological innovation systematization contribute to the inherent logic of key core technology breakthroughs.Compared to existing research, the possible unique contribution of our paper includes two aspects. On the one hand, existing research quantitatively discussed the relationship between technological innovation systematization capability and key core technology breakthroughs. Our paper quantitatively verified the internal impact mechanism between technological innovation systematization capability and key core technology breakthroughs using the patent data from the AI Industry. This will provide new evidence supporting innovative entities in achieving breakthroughs of key core technologies by fostering technological innovation systematization capability. On the other hand, compared to the current research on the relationship between technological innovation systematization capability and key core technology breakthrough, in our paper, we constructed a research framework from the perspective of the innovation entities network, which express as "local collaboration ability/overall collaboration ability - knowledge sharing ability - knowledge combination ability - key core technology breakthrough". The framework enabled a comprehensive analysis of the internal mechanism between technological innovation systematization capability and key core technology breakthrough. This will offer new insights into implementation mechanisms of key core technology breakthroughs.
