考虑环境因素影响的我国高新技术产业技术创新效率分析——基于2000-2007年和2008-2014年两个时段的比较

Technological innovation efficiency of high-tech industries considering environmental factor in China—Comparison of two periods from 2000-2007 and from 2008-2014

摘要: 本文在考虑环境因素影响情况下,采用三阶段DEA模型对2000-2007年和2008-2014年两个时段的投入调整前后的高新技术产业技术创新效率进行了比较分析。研究表明,2008-2014年我国高新技术产业技术创新效率相对于2000-2007年有明显提升,但依然处于较低水平,原因在于规模效率过低,规模效率明显低于纯技术效率;根据环境因素调整技术创新投入后效率在两个时段的变化趋势一致,综合技术效率和规模效率显著下降,而纯技术效率显著上升;五个大类行业的技术创新效率差距较大,投入调整后的效率变化方向不一致。

Abstract: Technological innovation efficiency is measured considering the environmental factors based on three-stage DEA model using Chinese high-tech industries panel data during 2000-2007 and 2008-2014. Our findings are that technological innovation efficiency during 2008-2014 increase significantly compared with 2000-2007. However, technological innovation efficiency is still at a very low level because scale efficiency is too low which is lower than pure technical efficiency. The trend of efficiency change in two periods is consistent after adjusting innovation inputs considering the environmental factors. Technical efficiency and scale efficiency decline, but pure technical efficiency improves significantly. Technological innovation efficiency is quite difference in five first-class industries, the direction of which is inconsistency after innovation inputs are adjusted.
