海峡两岸战略性新兴产业集群协同演进研究

A research on the co-evolution of cross strait strategic emerging industry clusters

摘要: 论文分析了海峡两岸战略性新兴产业集群协同演进的六大“演化代”,阐述了两岸产业集群持续创新能力演进机理。并以闽台LED产业集群为例,采用多链扩展改进的产业技术路线图,对两岸战略性新兴产业集群协同演进过程进行全产业链、多维度综合分析。最后,提出了促进两岸战略性新兴产业集群协同演进的思路:(1)在实现模式上,以战略性新兴产业重大项目对接推进战略性新兴产业对接,进而促进战略性新兴产业投资,加速战略性新兴产业发展,最终带动两岸新兴产业集群乃至相关产业集群的腾飞。(2)在运行机制上,实现由“分散发展”向“集聚发展”转变、由“个体制造”向“聚合制造”转变、由“技术追赶”向“技术跨越”转变。

Abstract: This paper analyzed the six “evolution generation” of coevolution of cross strait strategic emerging industry clusters,then explained the evolution mechanism of continuous innovation capability. Taking LED industry cluster of Fujian and Taiwan as an example, it used a multi-chain extended technology roadmap to integrated analyze the coevolution process of cross strait strategic emerging industry cluster, from the perspective of whole industry chain and multi-dimension. Finally, the ideas were proposed on promoting the coevolution of cross strait strategic emerging industrial clusters: (1) On realization pattern, it is suggested to advance strategic emerging industries docking through major projects docking, then to promote strategic emerging industries investment so as to accelerate the strategic emerging industries development, eventually lead to the rise of cross strait emerging industrial clusters and related industrial clusters; (2) On operation mechanism,it is necessary to realize the transform from "Scattered development" to "gathering development", "individual manufacturing" to "polymerization manufacturing", and "technology catching up " to "technology leap".
