我国在政府信息资源开放共享方面存在着严重的"信息孤岛""信息黑洞"现象。为了探寻我国政府信息资源开放共享的对策,论文从同级政府部门间、上下级政府部门间和政府部门与社会公众间这三个角度来研究各决策主体对于政府信息资源开放共享的博弈关系并进行分析,建立博弈模型,最后针对这三个角度提出了相应的应对措施。
Abstract
The serious phenomena involving information islands and information black hole have existed in the opening and sharing process of Chinese government information resources. In order to explore the countermeasures for government information resources opening and sharing, the game relationships are analyzed from three perspectives, that is, between government departments of same level, between subordinate departments and the higher authorities, and between government and public. In addition, the related models are established. Finally, according to the three different situations, some countermeasures are put forward.
