Abstract: Since the convening of the 18th CPC National Congress, national security has been placed at a new high level. With advances of S&T revolution and the new stage of globalization development, the influence of technology on national economic security has become even more prominent, and the techno-economic security becomes an urgent issue. This article first introduces the “three capabilities” model, which includes “controlling capability, development capability and supporting capability”, and based on this model, it builds up the techno-economic security evaluation framework. Borrowing the concept of resilience in social-ecology research area, this framework explores the content and interaction mechanisms among the three capabilities. Then this paper puts forward the techno-economic security evaluation indicators and by using the EWGRP model, it measures our national techno-economic security based on the empirical data from 2006 to 2015. It finds that there is an increasing improvement of our nation’s overall techno-economic security and development capability, but there is a necessity to strengthen the controlling and supporting capabilities.
